Queensland Government
Department of Communities, Child Safety and Disability Services

The licensing process is structured around the four legislative phases of:

  1. application for a licence for a care service
  2. assessment of the application
  3. granting/refusing an application for a licence
  4. monitoring of the conditions of the licence.

In summary, the licensing process involves:

  1. completing the self-assessment workbook by documenting evidence to demonstrate your service is compliant with the eleven minimum service standards. The department's Community Resource Officers (CROs) will provide guidance and support to services during this process
  2. submitting an application for a Child Protection Placement (Out-of-Home Care) Service Licence to the CRO - this will include your completed self-assessment workbook. Prior to accepting the application, the CRO will review and check that the application has been properly completed and that all necessary supporting documentation is attached
  3. making a referral for an independent external assessment once the licence application is accepted by the CRO
  4. participating in an independent external assessment
  5. reviewing all documentation by the Statewide Licensing Panel
  6. granting or refusing of a licence and participating in the monitoring process.
