The Youth Justice Intervention Framework was developed to support departmental staff and our service delivery partners to develop and deliver interventions in a consistent and evidence-based way in accordance with the assessed risk/needs of young people. When a young person is on a youth justice order, this framework is used to ensure that all possible needs relating to why a young person may have offended are addressed.
The purpose of this summary document is to provide a framework for non-government service delivery partners to inform the development of programs for youth justice clients.

The Program Development Toolkit
The program development process is a means of implementing the Youth Justice Intervention Framework (see Summary of the Youth Justice Intervention Framework) and will promote quality, consistency and an evidence based approach to program development throughout Queensland.
If you are a program provider, you may be approached by a Youth Justice Service to develop a program that responds to an identified need for the Youth Justice Service. The Youth Justice Program Development Toolkit can assist you in developing and delivering a program that is consistent with the priorities of the Department of Communities Youth Justice Services and Youth Detention Centres. Any requests for fee for service programs must satisfy the processes set out in the toolkit.
