Step 1: Establishing the quality system framework

During this initial step, a specialist disability service provider identifies processes they need for a quality management system and determines the sequence and interaction of these processes. The specialist disability service provider also develops methods to ensure that the operation and control of these processes are effective and sustainable (including those processes that are out-sourced).

A specialist disability service provider should allocate resources to support the operation, monitoring and continuous improvement of these processes (including service user participation) and develops systems for monitoring, measuring, analysing and reporting (e.g. internal audit program).

Although it is the first step, it is important for specialist disability service providers to at least develop the foundation for continuous improvement planning.
