Background - the story so far
Since 1994, the CSDA MDS collection has provided funding bodies, service providers, service users and other stakeholders with information about services delivered under the CSDA and the people receiving these services. It is essential to collect accurate, quality data to assist in the provision of services and inform policy making. To facilitate an improved national collection of this information, the redeveloped CSDA MDS is being extended from a 'snapshot' collection, on one day a year, to a full-year collection. Further information about what the new collection will look like is contained later in this newsletter.
Field testing complete
Throughout October and November 2001 State, Territory and Commonwealth funding departments undertook Round 3 field testing. The participation of funded agencies from around the nation was high and very helpful. The goal of this final round of field testing was to confirm and refine the final set of data items for the redeveloped CSDA MDS. The feedback received from Round 3 field testing aided significantly in the finalisation of the data items and collection materials. The Facilitation and Implementation Group (FIG) together with the Australian Institute of Health and Welfare (AIHW) would like to thank all funded agencies, service users, consumer groups and advocates for their involvement throughout the three rounds of field testing for the CSDA MDS redevelopment project.
Why has the redevelopment project timetable been extended?
Following Round 3 field testing a number of States and Territories expressed the concerns of their funded agencies about the proposed April 2002 live pilot. Many funded agencies stated that they needed more time to amend collection procedures. In light of these comments the National Disability Administrators have revised the project timetable. What does this mean for your agency?
- The proposed April 2002 live pilot will no longer proceed.
- Agencies funded by the Commonwealth and Western Australia already participate in a full-year collection and will be asked to provide the information required for the redeveloped collection in June 2002 and then continue collecting these data items for future collections.
- Agencies funded by other States/Territories will be asked to participate in a final snapshot data collection in May 2002 (including some redeveloped data items)(see Box on page 7) and then implement the redeveloped collection from October 2002.

What support will agencies be given?
Training
Training will be offered to all CSDA MDS funded agencies from June 2002 (Commonwealth and Western Australia from April). Nationally consistent training materials will be developed for the collection. All funded agencies will be invited to participate in training sessions and will be provided with a range of take-home training materials and manuals. Please contact your jurisdictional FIG representative if you would like to receive further information about training within your jurisdiction. Data Transmission optionsThe National Disability Administrators have made a commitment that the redeveloped collection will support various types of data transmission, namely:
- Paper forms' will still be accepted.
- 'Data can be downloaded from agency systems' (in a specified format). For agencies who have their own software solution in place or would prefer to purchase a commercial software product, a final national Data Transmission and Technical Guide aligned with the minimum data set will be available from the AIHW website for public use in February 2002. Agencies should contact their FIG representative before using this resource to see if any local variations have been added to the technical specifications.
- Most jurisdictions are developing 'new software tools' or refining existing software tools to support data transmission for the new collection. This means that optional software, as well as training in its use, will be provided to all interested funded agencies by these jurisdictions.

What will the new collection look like?
The most significant change in the redeveloped collection is that, for most service types, outlets are required to provide information about all service users during the year (rather than just those who receive a service on a snapshot day). This means that service type outlets are required to collect and store information on an ongoing basis, for transmission to the jurisdiction at specified points in time. Figure 1 illustrates the final CSDA MDS endorsed by the National Disability Administrators for national collection. Table 1 details the data items requested from each CSDA service type outlet in the redeveloped collection. For example:
- agencies offering service types in the 'Advocacy, information and print disability' category (6.01 - 6.05) are 'not' asked to provide any information about service users; and
- agencies offering recreation/holiday programs (3.02) are only asked to provide linkage key details for service users.
- Information provided by the jurisdiction/funding department rather than the agency.

Changes in National Privacy Legislation
New privacy legislation came into effect on 21 December 2001. This legislation (The Privacy (Private Sector) Amendment Act 2000) means that all agencies collecting information about people with disabilities are required to meet certain obligations in relation to privacy. For the purposes of the CSDA MDS collection, all agencies must ensure that CSDA service users are made aware of a statement dealing with their right to privacy. To help agencies prepare for the changes the AIHW has developed a set of Data and Privacy Principles and a draft statement to use when informing service users of their rights. These are both available from the AIHW website. See AIHW website for Data and Privacy Principles and contact your jurisdictional FIG representative for further information.
Your input
Please contact your jurisdictional FIG member or the non-government or consumer representative to provide input or further comments (see Table 2). Snapshot 2002 collection Agencies funded by NSW, Victoria, Queensland, South Australia, Tasmania, the ACT and Northern Territory are being asked to participate in a final snapshot data collection in May 2002. The 2002 snapshot collection will be very similar to the collections run in previous years although some data items may look a little different. Your funding department will be coordinating the snapshot collection in May 2002 in the normal way. As in previous snapshot collections, agencies funded by Western Australia and the Commonwealth will be conducting full-year collections and will be asked to identify those service users seen on a selected snapshot day in June 2002.
