Absolutely everybody: enabling Queenslanders with a disability, is a new 10-year plan that outlines how everybody has a role in making Queensland inclusive for people with a disability.
The plan details how all levels of government, business and community can work together to make the vision
a reality by 2021.
Absolutely everybody comprises 10 priority areas — each of equal value — to enable people with diverse abilities to participate fully in community life. The priorities reflect the principles of the Convention on the Rights of Persons with Disabilities and the National Disability Strategy.
The 10 priority areas are:
- rights and responsibilities
- inclusive communities
- accessible information, places and spaces
- healthy lives
- technology and innovation
- life-long learning
- valued roles in the community and in employment
- strong natural networks
- responsive and effective disability support system
- partnerships.
Absolutely everybody will be delivered through three, three-year whole-of-government action plans, with all actions to be consolidated in the tenth year.

In 2021, Queensland is inclusive of its citizens, and Queenslanders with a disability are enabled to lead valued and fulfilling lives.
Many contribute to consultation
People from across the state and the community were keen to contribute to Queensland’s new 10-year plan, Absolutely everybody: enabling Queenslanders with a disability.
Consultation on a draft plan took place from June to October 2010 and involved people with a disability, families, carers, businesses, industry and community organisations. Included were people from rural, remote, Indigenous and culturally and linguistically diverse communities, as well as harder-to-reach groups that may experience particular issues about participating in the community.
Stakeholders from outside the disability sector were consulted to raise awareness about the shared responsibility for change.
More than 1300 people contributed via 21 forums, 12 targeted focus groups and written feedback.
