Service agreement
The Department of Communities funds a range of non-government organisations to deliver services to strengthen and support communities in Queensland.
Organisations that receive funding via the Department of Communities for the delivery of services must enter into a service agreement.
From 1 July 2010* the department will use a consistent service agreement format. Organisations will need to enter into a Small Grants Agreement or a Service Agreement with the department which will outline the terms and conditions under which the funding is provided. The agreement which is most suitable for your approved funding will be determined by your departmental officer.
Existing agreements will remain in place until they expire, unless there is mutual agreement between the funded organisation and the department to adopt the new service agreement prior to the expiry of the existing agreement.
Small Grants Agreement
The Small Grants Agreement is designed for services or activities assessed as low risk. In line with this, the accountability requirements are correspondingly reduced.
Service Agreement
The Service Agreement is the most commonly used agreement for the funding of service delivery and consists of:
- Service Agreement (Part A) – Standard Terms of Funding
- Service Agreement (Part B) – Specific Terms of Funding (where applicable)
- Service Agreement (Part C) – Specifications.
Service Agreement (Part A) – Standard Terms of Funding
The Service Agreement (Part A) – Standard Terms of Funding contains the terms, conditions and reporting requirements that are standard across the department and apply regardless of the type of services you are funded to provide.

Service Agreement (Part B) – Specific Terms of Funding
The Service Agreement (Part B) – Specific Terms of Funding outlines additional requirements that only apply to some services and include conditions that are required under relevant legislation.

There is no Part B if you receive funding from Housing or Sport and Recreation services.
Service Agreement (Part C) – Specifications
The Service Agreement (Part C) – Specifications is tailored to suit the needs and requirements of the funding provided to you and is unique to each Service Agreement. The amount of funding provided, the specific type of services you will deliver, their location and service users group will be specified in Part C.

The above Service Agreement (Part C) – Specifications are templates only. When funding is provided to you, the department will work with you to develop your Service Agreement and enter the relevant details into Part C.
