Initiative specifications are developed by program areas within the Department of Communities for services funded under the Community Services Act 2007 and the Family Services Act 1987.  The initiative specifications are used to inform the negotiation of the Service Agreement (Part C) – Specifications for Community and Homelessness Services and (Part C) - Specifications for Child Safety Services; and to update data collection tools and the grants management systems.

An initiative specification conveys the purpose of funding in line with the department’s strategic priorities.  The document contains:

• A description of the service delivery model including funded outputs and activities
• The target group / service users
• Output based reporting
• Performance measurement and reporting
• Counting rules for outputs and performance measures
• Additional conditions.

Frequently asked questions

Why does the Department of Communities use initiative specifications?

Initiative specifications are used to provide consistent information regarding what the department intends to fund under each initiative.

There is scope within each initiative specification for local level service elements, that may be relevant to only some services funded under the initiative, to be included when the service agreement is negotiated.

Why do the initiative specifications contain different information to my current service agreement?

The current version of the initiative specifications may have been developed after your service agreement has been signed. The terms of your current service agreement will remain unchanged.
