Community Recovery: Means Tested Grants

The Department of Communities, Disability Services and Seniors works closely with a range of organisations to provide Community Recovery services during a declared disaster. Depending on the extent of the disaster, this may include referral to support services and provision of financial assistance to residents.

You may be eligible for these services if you live within the areas approved for financial assistance. Support Services may also be provided to people living outside the approved assistance areas.

The Department of Communities, Disability Services and Seniors collects your personal information in order to provide assistance under the Personal Hardship Assistance Scheme and other community recovery initiatives. Your information may be provided to other Queensland agencies, agencies of other states, Australian Government agencies, local government and non-government organisations including business entities, for the purpose of providing and referring to recovery services. Your personal information will be managed in accordance with the Information Privacy Act 2009.

We recommend that you take photographs of any damage or damaged items, preferably before any clean-up or removal activities.

You may be eligible for assistance to replace essential contents and repair your home if:

  • Your home is in an area approved for assistance.
  • Your home is your principal place of residence (where you normally live).
  • The damage to your home and/or essential contents is as a direct result of the disaster.
  • For assistance with replacement of essential contents, you own the contents, meet income conditions and your damaged contents are not insured or under-insured (or you are unsure of the insurance status).
  • For assistance with home repairs and repair of essential services, you are an owner-occupier, meet income conditions and your home is not insured or under-insured (or you are unsure of the insurance status).

If you have applied for an Emergency Hardship Assistance through the Online Community Recovery Grants Portal and received payment, no further documentation required at this stage.

However, if your only impact has been loss of essential services (electricity, gas, water, sewage), you will be required to produce documents as evidence to confirm your identity and confirm your residential address. We are currently working towards opening a Community Recovery Hub in the affected area as soon as we are able gain access and will publicise the location as soon as possible. You will be able to attend the Hub once it is opened to produce your documents. In the meantime if you require assistance please call the Community Recovery Hotline on Ph: 1800 173 349.

The Essential Service Hardship Assistance application is subject to confirmation of power outages with your utility provider which the Dept will do.

The documents you can use as evidence of identity and address including the following:

  • Drivers' licence or other photo identification (eg. passport, 18+/Proof of Age card)
  • Medicare cards showing members of your family being claimed for
  • Other (eg. Centrelink card, Council Rates notice, Utility bills, Correspondence from government agencies, banks or other similar institutions that are addressed to you at the impacted address.)

You must provide your medicare card number as well as at least one other form of ID.

If you do not have any identity documents, you will be required to attend a Community Recovery Hub once it has been opened.

You must attend a Community Recovery Hub to present this identification.

Home visits by government officers

A Community Recovery team member will contact you regarding your application, and  will need to visit your home to assess your claim.

Is there any other information we need to know before visiting your home? For example:

  • Do you have any animal that may require restraint?
  • Is it hard to find your home?
  • Is your home easily accessible by road?
  • Are there any difficulties in accessing your home?
  • Do you require an interpreter or other support to assist with this visit?
  • Are there times that you are usually not available due to work commitments etc?
  • Is the phone number provided the best number to arrange the home visit appointment?
