People who live in Cairns – residing from Palm Cove in the north to Gordonvale in the south and west to the limits of the city area.

Target group

People with a disability aged 18 to 65.

Organisational Information

Individuals set their own goals and are included in the development of a tailored support plan. With access to a Facilitator who understands your needs, we support you through planning activities, developing social support networks and engaging support.

Host Provider Model

FULL SELF-DIRECTION

The participant is the employer and/or contractor of services, and undertakes full management and control of services including employment, payroll, recruitment and rosters. An administration fee of 7% of the total annual funding package will be applied.

Funding will be auspiced by the Association and disbursed to the participant on a monthly basis.

Responsibilities of participants will involve the following:

  • Employer or contractor of own staff
  • Ensure that all legal requirements are met
  • Ensure that public and products liability insurance is taken out
  • Interview and recruit your own staff
  • Induct and train your own staff
  • Manage your own rosters
  • Manage your own staff and human resource related matters
  • Manage all workplace health and safety responsibilities
  • Submit all necessary employment documentation to the ATO
  • Calculate pay as you go (PAYG) withholding tax and remit to the ATO
  • Manage your own payroll
  • Calculate and pay any superannuation
  • Ensure workers compensation insurance is taken out
  • Pay all invoices and costs related to the delivery of services and supports
  • Acquit to the Association for all expenditure
  • Purchase of approved services

The administration fee purchases the following supports:

  • Assistance to develop a plan that will determine the participants goals and aspirations, desired outcomes, responsibilities and time frames
  • Preparation of a budget for support in line with the total annual funding package
  • Preparation and management of a Service Agreement
  • Auspice of DS funding package
  • Provision of a Quarterly Statement of Expenditure
  • Provision of general information/advice/referral service
  • Meeting Disability Services statutory obligations on behalf of the participant
  • Meeting compliance with audit requirements
  • Provision of a handbook that includes the current guidelines relating to all aspects of self-direction
  • Additional specialist assistance will be charges at $60.00 per hour
  • Information updates regarding changes in funding requirements, legislation and policy etc.. will be provided.

SHARED SELF DIRECTION

The participant undertakes self-direction of some elements of service.

A negotiated administration fee of up to 10% will be charged based on the level of responsibility that the participant chooses to undertake. Where the Association is the provider of direct support the rate is from $44.50 per hour. Where another organisation is brokered to provide a service the rates for service will vary according to the prescribed rates of each individual organisation.

This model will suit those participants who wish to self-direct some elements of their services and supports or who may request that the Association to organise and/or provide most or all of their services and supports.

Funding will be auspiced by the Association and remitted to the participant on a monthly basis.

Responsibilities of participants may include:

  • Participation in the recruitment of staff
  • Preparation and management of rosters
  • Supervision of staff
  • Participation in induction and staff training
  • Purchase of other approved services
  • Provide an acquittal to the Association for all expenditure

Responsibility of the Association may entail:

  • Assistance to develop a plan that will determine the participants goals and aspirations, desired outcomes, responsibilities and time frames
  • Provision of monthly financial statements to participants
  • Employment of staff
  • Management of all human resource matters and ongoing staff support
  • Provision of induction, training, workers compensation and workplace health and safety responsibilities
  • Facilitation with and the purchase of other approved services
  • Payment of Invoices to other approved services
  • Management of the Service Agreement
  • Meeting Disability Services statutory obligations on behalf of the participant.

Fee Structure

  • Initial set up fee to create a personal plan and budget is $600.00
  • Full self-direction is 7% of the total annual funding package
  • Shared self-direction is negotiated up to 10% of the total annual funding package
  • Direct service provision from $44.50 per hour
  • Specialist assistance from $60.00 per hour
  • Annual fee to maintain and update a personal plan and budget is $300.00
