Organisational Information

TARDISS is a not-for-profit, community based organisation operating in the Townsville Region. It has an independently elected Board of Management who the manager reports to. The Board meets on a monthly basis reviewing all financial and non-financial matters.

TARDISS is an accredited organisation.

It is a smaller organisation providing tailored support for people with disabilities. TARDISS thinks outside the square to achieve positive outcomes for their participants. TARDISS wants to turn dreams into realities.

Host Provider Model

TARDISS host provider services will provide the Your Life Your Choice model of tiered support to the level that best suits the participant. These models are based on varying support level system providing a flexible approach to delivering services to participants with varying levels of capability and support required.

Fee Structure

Firstly, TARDISS would like to conduct a pre-establishment meeting to give both parties an opportunity to assess the suitability of each other. In that, the meeting will be a casual meeting to establish the suitability of the parties and the likelihood of developing a lasting agreement based on mutual respect and trust.

Establishment - $1000 (once-off)

The establishment fee may be reduced if the participant provides some of the documentation mentioned below or waived in cases of hardship.

An establishment meeting will be held and will include but not be limited to:

  • review of funding package, and the requirements of the package
  • development of an agreement between the parties
  • the development of a 'Financial Management Plan'
  • the provision of any documentation to assist with the understanding of financial requirements of the package including any spreadsheets or charts to simplify the understanding of the package
  • the development of a careplan around the required support needs
  • the completion of the Client Needs Identification form
  • the completion of the appropriate documentation to allow TARDISS to act on behalf of the participant if required eg. consent to write to a treating physician to obtain any necessary medical care plan
  • obtaining the authority to seek further support services if required that may not be covered by the package eg. incontinence requirements
  • the completion of a safety inspection of a residence if required. Additional inspection sites may incur an additional fee
  • the identification and recording of any other formal and informal supports that are in place and those that may have to be established or improved

Option - YLYC-1 (7-9% of the annual funding package)

The participant will be responsible for:

  • ensuring they have a thorough understanding of their funding package and what services can be purchased
  • providing all documentation to TARDISS ensuring funds are being expended at an appropriate rate and for the appropriate service according to the agreed care plan and financial plan and in line with the Disability Services Funding Accountability Guidelines. This documentation will be provided on a monthly basis.
  • participant may engage their own staff providing the correct procedures are in place and that any legislative requirements are met
  • participate in quarterly review meetings
  • providing TARDISS with a list of the services required and the proposed suppliers for these services
  • ensuring they are covered with appropriate level of insurance for workers
  • rostering staff and the provision of these rosters to TARDISS

TARDISS will be responsible for:

  • holding the funds for the individual
  • providing assistance to the participant in the understanding of the package and what can be purchased
  • possibly providing a list of possible service providers to the participant for their approval
  • ensuring all funds are provided to the individual for the correct purpose, promptly and efficiently
  • provide monthly reports and overview to the individual as to their expenditure and any discrepancies according to the agreed financial plan
  • arranging and participating in quarterly review meetings for the first twelve months
  • submit all quarterly returns and reports according to the funding body as required

This option will be negotiated between 7% and 9% of the package dependent upon the final agreement.

Option - YLYC-2 (10-12% of the annual funding package)

The participant will be responsible for:

  • ensuring they have a good understanding of the package and what services can be purchased (with the assistance of TARDISS)
  • providing any documentation (as identified in the agreement) to TARDISS ensuring funds are being expended at an appropriate rate and for the appropriate service according to the agreed care plan and financial plan and in line with the Disability Services Funding Accountability Guidelines. This documentation will be provided on a monthly basis.
  • may assist in shortlisting of service providers and/or staff
  • participate in quarterly meetings
  • may provide TARDISS with a list of the services and the proposed suppliers for these services

TARDISS will be responsible for:

  • holding the funds for an individual
  • working closely with the participant in the understanding of the package and what can be purchased
  • provide a list of suitable service providers to the participant for their approval
  • ensure all invoices are paid on time and that other financial documents are recorded correctly
  • provide monthly reports and overview to the individual as to their expenditure and any discrepancies according to the agreed financial plan
  • arrange and participate in quarterly review meetings for the first twelve months
  • submit all quarterly returns and reports according to the funding body requirements

This option will be negotiated between 10% and 12% of the package dependent on the final agreement.

Option - YLYC-3 (13-14% of the annual funding package)

The participant will be responsible for:

  • having an understanding of the package and what can be purchased
  • may have input into the shortlisting of service providers and/or staff
  • participate in quarterly review meetings

TARDISS will be responsible for:

  • holding the funds for the individual
  • providing an overview of the participant's package
  • identify suitable service providers and in consultation with the participant, engage the service
  • manage all expenditure according to the financial maangement plan
  • arrange and participate in quarterly review meetings for the first twelve months
  • submit all quarterly returns and reports according to the funding body requirements
  • ensure all payments for services are processed on time and in a correct manner

This option will be negotiated between 13% and 14% of the package dependent on the final agreement.

In relation to all of the options above:
TARDISS will also cover operation costs including: management/administration and finance wages, office costing, office vehicle, telephone and IT costs, insurances, quality compliance, training, registration and fees

TARDISS reserves the right to renegotiate the agreement according to historical needs of the participant/family, unless alternate evidence can be produced This may occur when the participant/family being unable to meet the terms and conditions of the agreement despite additional training and support. eg. the agreement may include the participant engaging and managing their own workers however it may be found that this task is too difficult despite the appropriate training

The participant also reserves the right to renegotiate the agreement if evidence can be provided as to the sustainability of such negotiations.
