Organisational Information

Townsville Independence Program for Adult Community Living (TIPACL) was formed in 1987, sponsored by James Cook University and funded by the Department of Community Services and Health. TIPACL became incorporated in May 1994 under the Associations Incorporation Act 1981.

TIPACL provides Accommodation and Community Access services where all activities are individualised, reflect the needs, wishes and choices of each person and enhance their citizenship role within the community. Additionally, TIPACL has a particular expertise in delivering services for people who exhibit severely challenging behaviours. Underpinning our work is a philosophy that innovation, creativity and practicality will result in the best positive outcomes for people who use our services.

Host Provider Model

Service Model 1: Full Self-Directed (Individual/family accept full responsibility)

In these circumstances, the individual/family has full responsibility to:

  • Develop and manage their plan for services and support.
  • Select, manage and pay suppliers of supports and services.
  • Organise and pay insurance costs e.g. Public Liability, Workcover etc.
  • Implement occupational health and safety requirements.
  • Provide financial reports on expenditure of funding to TIPACL.

Services Provided:

  • Assistance with initial planning and budgeting.
  • Setting up and maintaining separate financial accounting records of funds received and expended and compiling the data into quarterly reports for distribution to the individual/family concerned.
  • Setting up and discharging all accountability requirements to Disability Services such as NMDS reporting, Quality Accreditation, Service Agreements, Annual Financial Audits.

Service Model 2: Partially Self-Directed (Individual/family accepts most of the responsibilities)

In these circumstances, the individual/families and TIPACL each undertake certain responsibilities. They negotiate on what responsibilities each party agrees to undertake for the planning and supply of support and support services. For example:

  • The individual/family may wish to employ their direct support staff or choose that role for TIPACL.
  • The individual/family may wish to personally engage service supports and manage the payment for those services or choose that role for TIPACL
  • The individual/family may wish to partially do each of the above examples.

The diversity of possibilities in this particular model is infinite and all reasonable suggestions are open to negotiation. With this model funds received from Disability Services are held by TIPACL and payments are made by TIPACL upon receipt of invoices for approved services and support.

Services Provided:

  • Assistance with ongoing planning and budgeting.
  • Setting up and maintaining separate financial accounting records of funds received and expended and compiling the data into quarterly reports for distribution to the individual/family concerned.
  • Setting up and discharging all accountability requirements to Disability Services such as NMDS reporting, Quality Accreditation, Service Agreements, Annual Financial Audits.
  • If required, full management of employees and the obligations associated with their employment including payment of wages, on costs, superannuation and Workcover.
  • If required, direct payments to contractors engaged by the individual/family for support and support services.

Service Model 3: Limited Self-Directed (Individual accepts limited responsibility)

In these circumstances, the individual/family accepts limited responsibility for providing services and supports. The individual/family and TIPACL work together to develop and implement a personal support plan; monitor and evaluate its progress and review outcomes.

  • TIPACL have responsibility for the management of staffing, recruitment, payroll, supervision, training and performance.
  • TIPACL have responsibility for management of purchase of goods and serviced as required by the individual/family and reporting requirements to Disability Services.

Services Provided:

  • Assistance with ongoing planning, budgeting and their implementation.
  • Setting up and maintaining separate financial accounting records of funds received and expended and compiling the data into quarterly reports for distribution to the individual/family concerned.
  • Setting up and discharging all accountability requirements to Disability Services such as NMDS reporting, Quality Accreditation, Service Agreements, Annual Financial Audits.
  • Full management of employees and the obligations associated with their employment including payment of wages, on costs, superannuation and Workcover.
  • Direct payments to contractors engaged by TIPACL on behalf of the individual/family for support and support services.

As individuals/families gain confidence and skills in their chosen model of support, they may wish to move to a different model that will better meet their needs. TIPACL will offer assistance to these individuals to facilitate such moves.

Fee Structure

Service Model 1: Full Self-Directed (Individual/family accept full responsibility)

  • A once off set up cost of $500 is applicable.
  • Ongoing Administration Cost – usually from a minimum of 5% to a maximum of 10% of the total funds received. The percentage rate charged is dependant on the level of involvement and complexity of the service being provided by TIPACL. The administration percentage cost is determined prior to commencement of service and is reviewed annually.
  • Requests from the individual/family for additional Case Management hours would be considered and mutually agreed upon and charged out at an agreed rate.

Service Model 2: Partially Self-Directed (Individual/family accepts most of the responsibilities)

  • A once off set up cost of $1000 is applicable.
  • Ongoing Administration Cost – usually from a minimum of 10% to a maximum of 15% of the total funds received. The percentage rate charged is dependant on the level of involvement and complexity of the service being provided by TIPACL and the contribution from the individual/family. The administration percentage cost is determined prior to commencement of service and is reviewed annually.
  • A case Management charge of one hour per week is payable. If required, additional Case Management hours are available on a case-by-case basis and charged out at an agreed rate.

Service Model 3: Limited Self-Directed (Individual accepts limited responsibility)

  • No set up costs are applicable.
  • Ongoing Administration Cost – usually from a minimum of 10% to a maximum of 15% of the total funds received. The percentage rate charged is dependant on the level of involvement and complexity of the service being provided by TIPACL and the contribution from the individual/family. The administration percentage cost is determined prior to commencement of service and is reviewed annually.

A Case Management charge of 2.5 hours per week is payable. There will be no charge for any additional Case Management hours required to carry out the elements contained in the individual/family personal support plan.
