All people with disability aged 0 – 65 including Aboriginal and Torres Strait Islander peoples and those from diverse cultural backgrounds.

Organisational Information

Access Support Services Inc. provides a high level of quality care and support to people with a disability and their families/advocates. We have been doing this in the Townsville region for the past 25 years. We consider our expertise to be in the “HIGH CARE” area of “In Home Support”, however, we also provide Learning and Lifestyle Support and support and information for families and carers.

Access Support Services Inc. is excited for the future of YLYC and we embrace the changes needed to facilitate service users and families/advocates to obtain the structure and care they require. As this is a new area for us all, we pride ourselves on our ability to change and adapt to the requirements of those who we care for and support, as we have always done in the past.

Host Provider Model

Our host provider model is designed to ensure that a person with a disability, their family and relevant stakeholders are able to have more control and choice on how and who they receive support from and how the funding they receive can be best managed to maximize their outcomes.

The level of involvement of services provided, such as planning, budgeting, staff recruitment, etc. will be at the discretion of the individual family and relevant stakeholder. Our model is to support all level of requirements and the willingness to consider all reasonable requests.

Any arrangement put in place can be varied with the approval of all relevant stakeholders. This model caters for the changing needs of people.

Fee Structure

An Initial Establishment Fee of $1,000.00 is applicable and includes the following:

  • Workshop with service users and families/advocates to assess needs, goals and desired outcomes

  • Overview of Host Provider Models and Service Agreement

  • Personalised Planning Initiatives

  • Personally designed Finance Accounting Program

  • Information on employer responsibilities, Workplace Health and Safety, legislative requirements, etc.

Model 1 – 5% of funding package

Services provided by Access

  • Workshop to design an individual personal plan to incorporate needs, goals and desired outcomes.

  • Provide administration to transfer funds to the nominated accounts on a monthly/quarterly basis as directed by service users and families/advocates.

Service Users and Families/Advocates Responsibilities

  • Service users and families/advocates will be responsible to source and implement all support and services.

  • Service users and families/advocates will be responsible to manage their expenditure in accordance with the individual personal plan, service agreement and provide information to Access for finance acquittals.

Model 2 – 10% of funding package

Services provided

  • Workshop to design an individual personal plan to incorporate needs, goals and desired outcomes.

  • Provide administration and holds funds to make ALL payments (support worker and other brokerage services) at the direction of the service users and families/advocates in accordance with the individual personal plan.

  • Be responsible for financial and Departmental acquittals.

Service Users and Families/Advocates Responsibilities

  • Service users and families/advocates will be responsible to source and action all support and services.

  • Service users and families/advocates will be responsible to ensure all invoices for costs incurred are forwarded to Access to action.

  • Service users and families/advocates will be responsible to manage their expenditure in accordance to the individual personal plan and provide information to Access for financial and Departmental acquittals.

Model 3 – 15% of funding package

Services provided

  • Workshop to design an individual personal plan to incorporate needs, goals and desired outcomes.

  • Setting up and maintaining separate financial accounting records of funds received and expended and compiling the data into quarterly reports for distribution to the service users and families/advocates concerned.

  • Be responsible for all financial and Departmental acquittals.

  • Full management of employees and the obligations associated with their employment including payment of wages, on costs, superannuation and WorkCover. Staff will be paid in accordance with “Access Support Services Inc. Enterprise Agreement”.

  • Brokerage Services – finding the right services, support and equipment for you.

This model is designed as a full service facility but can be streamlined to suit the service user’s individual needs.

Additional Fee for Service – $60.00 per hour

Service users and families/advocates may seek additional services which include but not limited to:

  • Human Resources Assistance

  • Industrial Relations Assistance

  • Finance / Budgeting

  • Mentoring

  • Support Worker Training

  • Assistance with Recruiting

  • Compliance
