Organisational Information

The Foundation for Independence Recreation and Social Training Inc (FIRST) began in 1989 as a result of a vision and the tireless effort on the part of a small group of parents and teachers at Eight Mile Plains Special School.

FIRST now have over seventy members and offer members and other eligible young adults the opportunity to participate in accredited courses through our RTO.

FIRST is a unique not-for-profit service organisation that coordinates community access and innovative training programs for its members and users. It aims to assist individuals with a disability to find a valued role in society by supporting them to achieve their lifestyle goals.

Host Provider Model

FIRST supports the following principles of self-directed funding:

  1. Funded individuals and /or their family have natural authority and the capacity of the individual and/or their family is assumed.
  2. People with disabilities are entitled to the supports they need in order to meet their needs.
  3. People with a disability and/or their family have a sound and accurate view of what constitutes a good life.
  4. People who choose self-direction may fail at times and that this is an opportunity for individuals to learn and grow.
  5. Bureaucratic processes should be minimised in the lives of individuals and/or families wherever possible.
  6. An individual budget is developed in collaboration with the person and/or their family and the Service Provider and is reflective of support needs, allocated funding and associated parameters.

When does self-directed funding work best?

  1. When the individual and/or their family have a history of significant involvement in decision-making in relation to their supports and lifestyle.
  2. When the individual and / or their family have a clear and articulated vision of what a good life entails and know how to achieve this in a realistic and outcomes-focused way.
  3. When the person and /or their family have a commitment and willingness to take on authority, the required decision-making and ability to ensure safeguards that are necessary and that this is a long term commitment.

Administration of funding:

FIRST can provide a service which ensures that people have control of their funding without having to manage all of the legal, administrative and departmental aqquitance requirements.

FIRST provides an administrative function that ensures:

  1. FIRST will work collaboratively with you to set up a monthly budget with expenditure agreed upon as per funding guidelines.
  2. FIRST will receive and acquit funding on your behalf.
  3. FIRST will, upon receiving the correct receipt of expenditure, deposit monthly or quarterly allocations of funding into your dedicated bank account.
  4. The employment arrangement between staff and the individual and/or family is independent of FIRST.
  5. FIRST can provide you with information in relation to the engagement of contractors ( ie those with an ABN) or staff under a PAYG and award arrangement. FIRST can also provide general information in relation to WHS legislation compliance However, this information is provided to assist you to engage staff and to comply with relevant legislation. FIRST is not the legal employer.
  6. To provide this level of administration, FIRST will receive 5% per annum of the individual’s annual funding allocation to cover the associated costs.
  7. Additional services such as payroll, human services, QA, transport & coordination can be provided as negotiated.
